Collaborating Actively in Meaningful Planning (CAMP) Series

Watch this series to hear Office of Head Start (OHS) leadership address questions and concerns about offering Head Start and Early Head Start services during the COVID-19 pandemic. Programs have done amazing and innovative work delivering services under the fluctuating conditions of COVID-19. Moving forward will require continued innovation and agility. Many grantees have questions about meeting the Head Start Program Performance Standards (HSPPS). OHS would like to provide clear guidance, where possible, to help programs continue to operate successfully.

The CAMP series focuses on practical matters to support Head Start program planning and decision-making. Over six conversations, OHS reinforces the flexibilities and discretion programs have when designing services. They also identify areas where flexibilities do not exist. As grantees rethink how they design and deliver services, OHS prioritizes areas of immediate concern to programs and will revisit them as conditions change.

Each conversation is designed to:

  • Empower grantees to make reasonable decisions
  • Explore how meeting HSPPS requirements may look different
  • Consider the need for grantees to use community data and state and local guidance to make informed decisions
  • Ensure the health and safety of staff, children, and families is of primary importance
  • Prioritize families with greatest needs
