Enrollment Forward Campaign

The Enrollment Forward campaign gives ongoing support to grant recipients as they continue to work towards full in-person comprehensive services in approved program options, as local conditions allow. The pandemic has increased enrollment difficulties in some communities, and many programs are struggling to return enrollment to pre-pandemic levels. While programs face incredible challenges and complexities, including difficulty recruiting and retaining staff, eligible children and families are going without desperately needed Head Start and Early Head Start services.

Through webinars, guidance, and other resources, the Office of Head Start (OHS) will address areas of immediate concern to support programs in moving Enrollment Forward. These will include understanding enrollment expectations, considering strategic recruitment and enrollment strategies, and workforce growth.

Enrollment Forward Webinar Series

The five-part webinar series supports Head Start programs moving towards full in-person comprehensive services, as local conditions allow. As of January 2022, OHS continues to pause the evaluation of enrollment reports for the purposes of determining which programs will enter into the Full Enrollment Initiative. OHS will continue to track enrollment in the Head Start Enterprise System (HSES), as we have done since September 2021, and to expect full in-person comprehensive service contingent upon U.S. Centers for Disease Control and Prevention (CDC) guidelines, state and local health department guidance, and in consideration of local school districts' decisions.

Guidance and featured resources are available to help programs make decisions on community need, program structure, recruitment and enrollment strategies, short- and long-term approaches to workforce development, and health and safety.
