Video Specs

Follow the specifications below when submitting video assets to HSICC for processing. Review requirements for posting webinars and custom videos to the ECLKC, Facebook, or Twitter.

If the video includes individuals other than presenters, please complete the Media Release Form unless you are using stock video footage. All media files need to follow Section 508 and captioning standards.

The video poster attribute must be a frame that displays the title. If a video doesn't include a frame with the title, you are required to submit an image sized 1920 x 1080px @ 72 dpi.

Recording Exceptions.WMV formatted files are only acceptable if they cannot be converted to a .MP4 or .MOV file. They must be pure .WMV files; no proprietary codecs will be approved.

All videos recorded in this format must be trimmed to remove long periods of silence when attendees are waiting for a speaker to begin. We allow a maximum of three seconds for silence during the intro and three seconds during the outro for all videos submitted in this format.
Using Pods and Live Captions

Pods and open captions on live webinars and webcasts are allowed if the technology of the broadcast platform makes it possible. However, the pods containing questions and answers, additional resources, and open captions must be removed from the recording using the platform tools before it can be posted on the Early Childhood Learning and Knowledge Center (ECLKC). This ensures a clear image of the main presentation and avoids any overlap with the required closed captions. Closed captions can be turned on and off to meet user preference.

If presenters’ faces must be displayed, they can alternate with slides. Presenters pods that leave black spaces in the screen are not allowed.

Archival Footage

*Archival footage mastered in High Definition (720p) and Standard Definition (480p) are acceptable in their native resolution, and frame rate upon request. If compiled in a new Full HD (1080p) sequence, then the archival footage is required to be upscaled and letterboxed. Whether these videos are submitted individually, or in a new 1080p master, they should follow the compression rates below.

  • SD (640X480) = x264 codec (H.264) compression @ 8 Mb/s (Min) to 15 Mb/s (Max) [vbr / variable bit rate encoding]
  • HD (1280X720) =  x264 codec (H.264) compression @ 12 Mb/s (Min) to 20 Mb/s (Max) [vbr / variable bit rate encoding]
